Mojaffar Ahammed, 37, and Mahade Khan, 30, were not wearing lifejackets when the friends cast their rods into rough seas while standing on a rock shelf near Port Kembla on February 12.
Their fate was similar to three other men, who died after being swallowed by a freak wave at Hill 60 three weeks earlier.
