EU Commission President Jean-Claude Juncker is embarking on one of his most difficult missions – a four-day tour through the western Balkans – a largely forgotten political powder keg. States like Serbia or Albania are looking towards Europe, and people have high hopes of Juncker’s visit. Perhaps the EU is finally getting serious about membership. Juncker wants to see things on the ground for himself. But what can he really promise? And who will he be forced to disappoint?
